Right Arrow Barrister re-appointed Trust non-executive director

Leading barrister Paul Burns has been re-appointed to the board of Southport and Ormskirk Hospital NHS Trust as a non-executive director.

The appointment was confirmed by the NHS Trust Development Authority (TDA).

Paul, who lives in Formby and is a practising barrister with Chambers in Liverpool, Manchester and Leeds, was originally appointed in 2010 for a four-year term and will now serve until June 2016. He is one of six non-executive directors at the Trust led by chair Sir Ron Watson CBE. Paul is also the Trust’s senior independent director.

He is widely acknowledged as a leader in his specialist fields of local government law and housing law which encompass areas as diverse as anti-social behaviour, landlord and tenant law, human rights, judicial review and regulatory work/governance. He has extensive experience working with local government, police forces and social housing providers and he is regularly instructed in high profile and test case litigation.

For several years Paul has been listed as a leader in his areas of practice by Chambers UK (the leading independent guide to the legal profession) where he is noted for his "incredible level of expertise … you know you'll get the best representation out there when you instruct him. He is an excellent advocate. His advice is always frank and realistic".

In 2007 Paul was the first barrister to receive a Chief Constable’s Commendation from Merseyside Police for professional services, the citation to which recognised Paul’s "commitment, professionalism, dedication and motivation”. In 2008 Paul was named by The Times newspaper as one of the 10 future UK “Stars of the Bar” and subsequently Paul was named Liverpool Law Society Barrister of the Year in 2010.

Commenting on his appointment, Paul said: “I am pleased to have been offered the opportunity to continue to serve on the Board as non-executive director and senior independent director and hope that I can continue to support and challenge appropriately in what are clearly challenging times for the NHS.”

Non-executive appointments to NHS trusts made by the NHS TDA are subject to the Code of Practice of the Commissioner for Public Appointments.

Paul has been appointed from 3 June 2014 to 2 June 2016 and is entitled to receive remuneration of £6,157 per annum which is set centrally by the NHS TDA.

Southport and Ormskirk Hospital NHS Trust manages Southport and Formby District General Hospital and Ormskirk and District General Hospital, and is responsible for many community healthcare services for adults in Southport, Formby and West Lancashire.
